Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Significant resources is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability enabled by up-to-date information. From vantage locations, defense planes that had been scrambled to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – almost certainly imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on Western support – a need that regional partners are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The 28-point plan from Washington generated strong feelings, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually secure success. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to compel Moscow to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its favour.
Current Realities
Objectively, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
